Job Description

  1. Lead and strategize with senior management in the development and update of Celcom Accelerated Development Program (CADP) & Management Trainee Framework 
  2. Establishment of best practices in the policies, processes and guidelines of management and execution of CADP in the key areas of Talent Identification, Talent Assessment, Talent Analysis, Talent Development, Tracking and Monitoring, Deployment and retention ensuring strong linkage of CADP to overall business initiatives and human resources programs. 
  3. Establish a strategic alignment of managing the execution of GADP in Celcom to comply to Axiata Talent Management and Leadership Development framework, policies, processes and guidelines 
  4. Develop, plan and execute first class Talent induction/onboarding opportunities which will ingrain the employer branding, cultivate the spirit of ownership, pride and taking personal responsibility towards growth and acceleration throughout the tenure of the individuals in the program 
  5. Develop the Talent Management Business Plan that results in cost and budgetary approvals, to monitor and control the utilization of the financial budget efficiently and effectively in delivering the Talent Management program outcome 
  6. Strategize and plan the measurement criteria and execution of outcomes of talent management initiatives and readiness level for succession and to recommend the placement and deployment of talents to senior management in alignment to strategic business outcomes 
  7. Participate and represent Celcom as industrial speaker in universities’ career fairs and events to position Celcom as employer of choice and branding exercise at the same time executing the strategy of educating and bridging the needs of Celcom as a telco industry to the quality of graduates produced by universities 
  8. Establish the alignment and contribution from Celcom in the national agenda of curbing employability issue amongst graduates through the execution of SL1M recruitment, placement and development program. 
  9. Design and execute the facilitation of workshops and training programs in Celcom ensuring specific learning objectives and outcomes of the program is achieved in alignment to the overall business initiatives or objectives 


Job Requirements

 A Degree from a recognized university with minimum 10 years’ experience related to HR, Talent Management, and Organizational Development
  • Strong consultative and diagnostic skills with proven project management skills with ability to plan, organize and manage multiple projects at once.
  • Ability to think strategically and develop tactical action plans to achieve business and people goals.
  • Strong knowledge of Talent Management and Change Management principles organizationally. 
  • Strong interpersonal, influencing, presence and flexibility to work effectively with people at all levels of the organization. 
  • Excellent verbal and written communication skills with strong listening and facilitation skills with sound ability to coach. 
  • Good understanding of Talent Assessment tools and ability to apply assessment results when recommending development interventions. 
  • Self-starter and flexible working arrangements to travel and participate in cross-OpCo/Group-wide initiatives or facilitation programs.
